Here are two articles on undocumented immigrants in Morocco. One about a new immigration policy to grant asylum and give legal status. The other is specifically about  Syrian  refugees in Morocco who are currently lacking the aid they need.

Morocco enacts migration reform

Morocco on Monday (November 11th) announced plans to regularise the status of up to 40,000 illegal immigrants.

The scheme is part of a new Moroccan migration policy introduced in September to comply with international agreements.

Priority will be given to 850 immigrants considered asylum-seekers by the UNHCR who will benefit from legal residency rights automatically.

Six additional categories of foreign nationals are covered by the regularisation operation, which Morocco intends to run from January 1st to December 31st, 2014.

Syrians in distant Morocco find refuge but little aid

TANGIERS, Morocco – In a cluster of white-washed houses on Morocco’s north coast, newly-arrived Syrian families have found shelter thousands of miles from their ruined homeland but are struggling to rebuild their lives.

Since the summer, more and more Syrians have crossed from Algeria into Morocco without visas, part of the massive displacement caused by a conflict now thought to have killed more than 115,000 people and created the worst refugee crisis in nearly two decades. Rabat has yet to offer the Syrians refugee status. This means that while their presence is tolerated, they remain illegal immigrants with no right to work or enroll their children in Moroccan state schools.

Report on Moroccan Migrants: Skills, Destination Countries, Motivations

A new report has been released by the European Training Foundation (ETF) that sheds some light on the lives of Moroccan migrants. Here is an article about the report from the ENPI Information and Communication Support Project.

Morocco: new report sheds light on link between skills and migration
Forty-two per cent of Moroccans would like to emigrate, but only 9% have the proper information, documents and money to do so, according to the results of the largest study of migration in Morocco to date, released by the European Training Foundation (ETF) today.  Of those that did leave, 62% said they learnt a language or acquired other technical or professional skills while abroad, the survey found.
 
The study “Migration and skills” combined desk research with a survey of 2,600 potential emigrants and 1,400 labour migrants who returned to the country.
 
The purpose of the study is to contribute to the improvement of migration policies both in the EU and Morocco by providing high-quality data and analysis. The ETF has carried out similar studies in Albania, Egypt, Tunisia, Ukraine and Tajikistan (2006-08) and Armenia and Georgia (2011-12).
 
The report was released at a seminar in Rabat attended by key Moroccan institutions – Ministry of Employment and Vocational Training, Ministry in charge of the Moroccans Living Abroad - as well as the representatives of the EU and researchers.
 
Morocco has a long history of labour migration to Europe dating back several decades. Currently there are some 3 million Moroccans who have left their country and live abroad, of whom four out of ten are women. 
 
Key facts and figures from the study: 
  • 42% Moroccans declare intention to emigrate; regions where highest number of people declares intent to migrate are Agadir (52%) and Marrakesh (49%)
  • Only 9% of the potential migrants has proper information, documents and money to emigrate
  • The main destinations are France (32% of returnees), Spain (21%), and Italy (15%)
  • Moroccans prefer long-term emigration: 53% of returnees stayed abroad more than 7 years
  • Economic situation is the main declared reason for migration, but the level of economic well-being doesn’t influence the propensity to migration
  • Most migrants work in hotels and restaurants, in construction and agriculture
  • 60% of returnees worked at the time of the survey, while only 46% of potential migrants had a job, which suggest migration’s positive impact on employability
  • 31% of returnees, mainly those with higher education, benefited from training while abroad
  • 62% of migrants said they learnt a language or acquired other technical or professional skills, but only one third of migrants had their Moroccan qualifications officially recognised
  • Some 45% migrants worked without contract abroad, which limited their entitlement to welfare or pension
  • Migration doesn’t improve the standard of living of the returnees: 74% of them were poor
  • Returnees are more entrepreneurial: 26% of returnees have their own business (compared to 20% among the rest) and 20% employ workers (compared with 7% among the rest)

Being a Black Person in Morocco

Its hearbreaking to witness  Morocco go backwards with regards to racism,  but here is an article from France 24 about a recent article in  the Moroccan media on the "Black Peril, "  i.e. migrants from Subsaharan Africa.  Part xenophobia, part white-skin supremacy, the rising distaste for black people  is palpable in the big cities like Casa and Rabat ( especially if its aimed at you!).

Being black in Morocco: 'I get called a slave'

 The latest cover of Maroc Hebdo magazine—seen as racist by some, defended by others—has launched a national debate on the struggles faced by sub-Saharan Africans living in Morocco.
“The Black Peril.” That's the controversial headline that the Moroccan weekly ran on its cover last week to tease to an article about the rise in the number of immigrants from sub-Saharan African, many of whom come to Morocco in the hopes of making it to Europe. Many are turned back and end up staying in Morocco, where they live in poverty. Some end up taking part in illegal activities to make a living. According to Morocco’s Interior ministry, there are about 10,000 illegal immigrants from Sub-Saharan Africa living in the country. Human rights organisations estimate this number higher as closer to 15,000.

Moroccan authorities are taking an increasingly strict approach to immigration from sub-Saharan Africa. Immigrants without residency permits are quickly expelled. The European Union’s ambassador to Morocco, Eneko Landaburu, recently called the treatment of these immigrants “problematic”, a sentiment echoed by the Moroccan Human Rights Organisation. Meanwhile, the Moroccan labour minister, Abdelouahed Souhail, accused sub-Saharan African immigrants of being in part responsible for the country’s employment crisis.
The International Organisation for Migration recently launched a campaign to raise 620,000 euros to help send some 1,000 illegal migrants from sub-Saharan Africa home.

"Young Moroccans have physically assaulted me on several occasions, for no reason"

Joseph (not his real name) is from Guinea. He lives in Casablanca, where he studies computing at a local university. He is a legal resident.

"I came here to study computing thanks to a grant from my country. I’ve been here for four years, and for four years I’ve been a victim of racism. It happens all the time, everywhere.
The most awful incident took place at the airport. I was with my aunt, who was heading back to Guinea and had a lot of luggage. Other passengers from sub-Saharan countries, seeing her struggle to carry it, came to help her get it onto the plane, but an airline employee stopped them, saying she had to deal with it on her own because she was black. I replied in Arabic, and he replied by hitting me in the head. I told him I was going to file a complaint, and he said, sarcastically: “That’s right, go complain to the king!” I never did file a complaint.
Often, when I’m just walking down the street, people will call me a “dirty black man” or call me a slave. Young Moroccans have physically assaulted me on several occasions, for no reason, and passers-by who saw this didn’t lift a finger to help me. All my friends are black and they have all had similar experiences. Even the girls get insulted in the street. To avoid getting hurt, I now try to ignore the insults. But if someone starts to hit me, what can I do? I have to defend myself...
In two years, I’ll be done with my studies, and I certainly don’t intend to stay in Morocco to look for work. Even if someone were to offer me a job here, I would rather go home to Guinea."

Monday morning, hours before the sun comes up, Muslims around the country will arise to eat and pray. It is the first day of Ramadan, and once the sun rises most Muslims will begin fasting -- refraining from eating, drinking, smoking, sex and any other wordly temptation -- until the sun sets again that night.

Karim Moukrime is looking forward to it. "All Muslims look forward to Ramadan," he insists.

A native of Morocco, Moukrime has loved Ramadan since he was a little boy when the entire family and community would observe the cycle of fasting and eating, with days and nights switched, special foods served and gatherings planned.

He also loves the prayers and the renewed emphasis on reading the Quran and living a good life.

"We try to be the best people we can be for the sake of God," he says. During this time, Muslims believe that the doors of heaven are opened, while the doors of hell are closed and Satan is chained.

"Ramadan is the holy month when the Quran was first revealed to the Prophet Muhammad, peace be upon him," Moukrime explains.

Daylight fasting

Fasting during the month of Ramadan is one of the Five Pillars of Islam, required of every Muslim.

Throughout the month, which will conclude Aug. 31, Muslims will not eat or drink even a sip of water during the daylight hours.

With daylight lasting as long as 14 hours at this time of year and temperatures soaring into the three-digit range, that can be a challenge.

So Moukrime will start his day about 3:30 a.m., about three hours before the sunrise. Then, he will prepare food -- suhoor, drink as much as he can, and will pray. He will then crawl back into bed to rest until he has to get up to teach his 10:30 a.m. Arabic class as Missouri State University.

While most countries with a majority Muslim population will adjust schedules during Ramadan, living in the United States means activities continue as usual.

For Moukrime, that means teaching classes, attending meetings, going to the store and other daily duties. But he makes sure that he stays cool and gets plenty of rest.

"Naps are good," he says. "Naps are very good."

In the evening, he will try to relax until sundown, when he will eat iftar -- breakfast. He will start with water and have some harira, a tomato lentil soup that is traditional in Morocco, and maybe a small selilou -- a pastry his mother made for Ramadan with crushed almonds, flour, sesame, sugar and spices. He points out that it is important not to overindulge after a long day of fasting. Later, he will eat a more substantial meal.

A few times a week, the members of the Islamic Center in Springfield will meet together for Iftar. With a diverse membership, representing a variety of countries and cultures, the food is always interesting, says Moukrime. And the community will celebrate Eid al Fitr when Ramadan ends.

"Ramadan mode"

Dr. Bill Bayazed, an internist at St. John's Hospital and a native of Syria, remembers the excitement of staying up all night during Ramadan and sleeping all day, but in the United States that is not usually possible.

"I remember when we were kids we could not wait for Ramadan," Bayazed says. "It brought up such feelings of joy and happiness. ... It was so much fun."

The community would "switch into Ramadan mode," with each community participating in its traditions and rituals.

"The whole community goes into this ritual," he explains. "You go to prayer early, before sunrise. People stay up all night."

Both men are clear about one thing, that observing Ramadan is an important part of their faith journey.

"It's all about your relationship with Allah," says Bayazed. "Whether you do that with your heart, your body or your work. It is about your devotion to Allah, to God."

Allegations Upend Lives of 2 Muslims in Army

Two years ago, Khalid Lyaacoubi and Yassine Bahammou, immigrants from Morocco, enlisted in the Army National Guard, recruited for a program that promised higher rank, bonuses and quick citizenship to Arabic speakers who could help fill the military’s need for interpreters.

Shortly before Christmas 2009, they graduated from boot camp, proud just to have made it. But as they prepared to leave Fort Jackson, S.C., they were instead questioned by military investigators who suspected them and three other Moroccan immigrants of plotting to poison fellow soldiers.

For the next 45 days, they were placed under a form of barracks arrest, prevented from calling their families without sergeants present, forbidden to speak Arabic to each other and required to have escorts to the mess hall and the bathroom. No charges were filed, but their laptops, cellphones and passports were confiscated.

Only after the intervention of a Muslim chaplain were they finally allowed to go back to their homes. Last May, the Army concluded that the allegations against them — initially raised by a relative of a soldier — were unfounded. But the Federal Bureau of Investigation has kept its inquiry open, officials say. As a result, the men have been unable to receive security clearances, become citizens, deploy to Iraq, obtain concealed weapons permits or get government jobs, the soldiers say.

“Am I one of them, a soldier?” Specialist Lyaacoubi, 34, asked in an interview. “Or am I like one of those prisoners in Iraq?”

The handling of the two soldiers’ cases underscores the conflicted nature of the military’s relationship with its Muslim troops since the Fort Hood shootings in November 2009. A Muslim soldier, Maj. Nidal Malik Hasan, is accused of killing 13 people there.

Specialists Lyaacoubi and Bahammou were recruited into a program intended to put Arabic-, Dari- and Pashto-speaking immigrants in uniform to help frontline commanders operate in Afghanistan and Iraq. In a promotional video from 2008, an Army officer said the program — known as 09 Lima, after the Army designation for interpreter jobs — “saves both American and local lives.”

Having Muslims in uniform also helped the military combat the view propagated by Al Qaeda — but also held by many Muslims — that the United States was at war with Islam. Perhaps for that reason, the Army chief of staff at the time, Gen. George W. Casey Jr., strongly defended the need for Muslim troops and warned about harassment of them after Major Hasan was arrested.

Despite the general’s pleas, however, Specialists Lyaacoubi and Bahammou say they were swept into a tide of suspicion after the Fort Hood shootings, which occurred midway through their Fort Jackson training.

Treated with dignity during the first half of their training, they say other soldiers ransacked their bunk room and called them “garbage” soon after the shootings. When he was initially detained at Fort Jackson in 2009, Specialist Lyaacoubi said an interrogator told him: “We are at war with Islam. And you are Muslim.”

Mikey Weinstein, president and founder of the Military Religious Freedom Foundation, a nonprofit group representing the two soldiers, said his group had seen a steady increase in Muslim clients who claimed they had been discriminated against since Fort Hood. He called the Army’s Fort Jackson investigation “draconian and clearly unconstitutional.”

In recent days, the Army has begun acknowledging problems with the way it handled the soldiers at Fort Jackson. An internal review that has not been made public found that they were treated in an “overly restrictive” way because they were not allowed to contact anyone for weeks. But the review did not find evidence of racism or harassment, Maj. Gen. Stephen R. Lanza, the Army’s chief spokesman, said in a letter.

General Lanza defended the Army investigation, even though it came up empty. “To not do so — had these alleged threats turned out to be credible, and in light of the Fort Hood shooting incident that took place mere weeks before these allegations — would have been an unconscionable dereliction of duty and leadership on our part,” he wrote.

But the Army has been unable to explain why the F.B.I. continues to investigate the men. The F.B.I. declined to comment because the case is continuing.

pecialists Lyaacoubi and Bahammou say the F.B.I. got in touch with them after they started going public with their stories recently. Both say that an agent said their cases could be closed if they passed polygraph tests.

“I will take 10, 20 or 30, if it will help,” said Specialist Lyaacoubi, who has taken the test.

Both men remain part of a National Guard unit in Washington, D.C. But they have not been allowed to train with their company since the investigation began.

In what they consider another sign of government harassment, both men say they have been searched repeatedly after routine traffic stops. Specialist Bahammou, 27, said he was handcuffed by the Washington police for more than 30 minutes while they searched his car recently. “I never had a ticket before,” he said.

The other three Moroccan immigrants investigated at Fort Jackson were also cleared by the Army, records show. One has returned to Morocco, Specialist Lyaacoubi said, while the other two have declined to speak publicly about the case.

Though graduates of the 09 Lima program are eligible for expedited citizenship, Specialists Lyaacoubi and Bahammou say that is not the reason they enlisted. Both won green cards in lotteries in Morocco, allowing them to live and work legally in the United States and which must be renewed after 10 years.

Specialist Lyaacoubi immigrated in 2004; Specialist Bahammou, who comes from Casablanca, arrived in 2007.

The men say they enlisted mainly for economic reasons. Specialist Lyaacoubi, from Rabat, the Moroccan capital, had been laid off from a hotel job when a recruiter told him about the 09 Lima program. He in turn persuaded Specialist Bahammou, who hoped military experience would help him get work in law enforcement.

Since returning to their homes in the Washington area last year, the men say they have had trouble finding permanent jobs. Specialist Bahammou said he had applied for work as a security guard but could not get a concealed-weapon permit because of the F.B.I. investigation. Specialist Lyaacoubi said a good job offer was recently rescinded when the employer, a government contractor, learned he was not a citizen. His naturalization, which he said had been approved, is halted for now because of the investigation.

Both men said they would deploy to Iraq if given the opportunity.

“I lived in my country for 27 years and I did great,” Specialist Lyaacoubi said. “But why should I leave America? I want to live here, I want to get married here. I want to die here.”

Deportations Before Reform: Anatomy of an Immigration Bust

The men and women who knock on illegal immigrants’ doors and take them away in handcuffs are members of what are called fugitive operations teams. They often meet up before dawn in some dim parking lot near the homes of the immigrants they're looking for.

The job of fugitive operations teams is to find and arrest "fugitive aliens," or people who've officially been told to leave the U.S., but have not. As lawmakers continue to debate immigration reform, President Barack Obama is pushing for a path to citizenship for people who are here illegally. But at the same time, the Department of Homeland Security is deporting more immigrants than ever –- around 400,000 a year. Immigration and Customs Enforcement says its priority is to deport those who’ve committed serious crimes. But more than half of the immigrants arrested do not have convictions. And among those who do, many of the crimes are minor. Critics say the government is breaking up families for crimes that should be forgivable and that people should be given a chance to make amends.

On a Tuesday morning earlier this year, Fugitive Operations supervisor Darren Williams met his colleagues from the New York office at a Queens diner. By 5:30 a.m., they were gathered around team leader Raul Concha to get briefed on the plan.

"All right, this morning we’re going to be going after three targets," Concha told the team. First on the list: a Moroccan couple living in East Elmhurst, Queens, Abe and Fatima (they asked that WNYC leave out their last names for fear that talking to the media would somehow count against them in immigration court). Concha told the group that Abe and Fatima were both convicted felons. Their crime: immigration fraud.

As Darren Williams leads half a dozen fugitive operations vehicles toward Abe and Fatima’s apartment building, he prepares to meet the individuals behind the case descriptions. "Everyone has a story," Williams says. "Everyone has their own individual story that’s unique to them. And I listen. I’m not going to say I believe every story. But I do listen to the stories.”

Abe and Fatima’s story has many layers, but we’ll start with their crime: marriage fraud. When Fatima moved to the U.S. to be with Abe, he was working legally and waiting for a green card, but the green card fell through. By that time Fatima was pregnant with their first child. The two had been married in a mosque, but there was no official record. So when an American friend offered to get Fatima a green card by becoming her legal husband, they went for it. And they got caught: Fatima, for the fake marriage, Abe for paying off the friend.

When it was time to begin court proceedings, the couple had a one-month old baby. The prosecutors offered what Abe thought was a pretty good deal. He says they told him, “the deal is plead guilty, no jail time.” So they did. What they didn’t know was that marriage fraud is a felony and under current immigration law, a conviction means an automatic order of deportation, regardless of the circumstances. “Every lawyer we go to, they say, 'you know it was a big mistake to plead guilty,'” Abe says.

After two years on probation, the two were officially told to leave the U.S. By that time they already had two American children, and they chose to stay. And that’s how, almost a decade later, Abe and Fatima ended up a target of a fugitive operations team.

Last spring, at six in the morning, the agents gather in front of their building. The landlord lets them in, they head upstairs, press the bell on the couple’s apartment and Fatima appears. She's wearing jeans, a white sweatshirt and a tangle of morning hair.

”So, six o’clock in the morning, I’m trying to do my breakfast, I open,” Fatima says. She says she’d been expecting this day for years. “I say good morning, come on in!”

She went immediately to wake Abe up. “I told her, so we’re leaving? She told me, yes, I think we’re leaving,“ Abe says.

That morning, the two were are calm. But, to Abe and Fatima, the idea of going back to Morocco is horrifying. This next layer of their story will give you an idea why. Fatima says she grew up in a lower class, traditional family in Morocco, under the rule of her father and six brothers. She couldn’t choose her own clothes, watch television or listen to music. When she tried to learn guitar, she says her father came in and broke it. “Because I have no right,” she says. “He told me, 'why? You gonna go play in the bars?'”

When she was in her 20s, Fatima moved to France, but she was under her brother’s strict command. She says she dreamed of coming to the U.S. "For me it’s freedom," Fatima says. She believed it's a place where a woman "can have all her rights, she can do whatever she wants.”

Abe was already living in the U.S. at the time. He was separated from his first wife –- a Haitian-American –- and he says he was longing to start a family with someone more like him. So when his cousin in France told him about Fatima, he courted her over the phone.

Fatima says the first time she talked to Abe, he told her he trusted the cousin who’d said good things about her. And Abe remembers telling her, “Listen, I’m not trying to have a girlfriend, or pass time with you. If you are willing to put your hand in my hand and walk together, I would love to get married with you and run a family together.”

Fatima’s recalls thinking, “Wow, that’s the perfect man for me! I’m going to go to America. I’m going to be free and I’m going to raise my kids different than I was raised in Morocco.”

On the pretense of visiting family friends, Fatima made two secret trips to see Abe. And on the second, they got married on the way home from the airport. When Abe told his family, they disapproved of his choice, so he cut off ties with them. And when Fatima called her brother, she says he was very upset. “He threatened me,” she says. She says he told her if he saw her again, he would kill her. Being from Morocco himself, Abe says he knows how it is. “For them it’s like a black spot on the family honor.”

Before immigration agents entered Abe and Fatima’s home, they didn’t know the couple had children. After 10 minutes of explaining to the couple what’s going on, team leader Raul Concha comes out to the stairs to explain to Williams that there are two girls in the apartment, ages 9 and 12.

“We’re going to leave the mother here,” Concha says. “And I’m going to bring the husband with us.” They take Abe downstairs –- away from his family –- before they handcuff him.

"We try to make it as smooth as possible for everyone concerned,” Williams whispers.

As her husband is led out the building’s front door, Fatima follows him to the bend in the stairs, finally losing hold of her calm and letting tears pour down her cheeks. As he leads Abe out into the morning, Concha assures her he’ll be fine.

“It’s a tough job,” Concha says later, “But we enjoy it. It’s our daily routine.”

In the car on the way back to immigration headquarters at 26 Federal Plaza, Williams says there are stories that move him. “I’m human,” he says. “There are situations that are heart-wrenching. Anytime you deal with kids it’s touching. Anytime.”

But when asked whether he thinks it’s unfair, as advocates charge, to deport people who’ve been here 10 or 20 years, paying taxes and raising American children, Williams argues that there are wait-lists across the world for would-be immigrants to come to the U.S. legally.

"Is it fair to have individuals who are here illegally jump over those folks who’ve been waiting all this time?” Williams says “I don’t think so! What would you tell all those family members out there that are waiting?”

At 26 Federal Plaza, Abe is fingerprinted and photographed, but Williams has discretion over whether or not to detain him. And because Abe is the sole-breadwinner and does not seem likely to runaway Williams sends him home. However, he’ll have to wear an electronic ankle bracelet and report weekly to immigration officials. Fatima has only to report once a month.

Sitting on their couch some weeks later, the two say they’re making a last-ditch effort to re-open their cases, anything to delay being sent home to Morocco.

"I do this mistake. It’s a big mistake,” Fatima admits. “It’s a crime! So I’m paying for it.” But she says she cannot go back to Morocco.

Until now, the couple had never told their children they were here illegally. But the older daughter, Selma, says she figured it out when she heard them say deportation in Arabic. “Because sometimes, to be honest, I eavesdrop on what they’re saying on the phone in Arabic,” she says. When she heard the word "deportation," she says she ran to look it up in the dictionary. “I just kept it to myself until they told us.”

Selma says she hasn’t told a single friend. “I’m 12. I don’t know about this stuff yet,” she says. “I’m not old enough to go through this yet. So it’s a little weird.”

All their lives, Abe says, these girls have been asking about Morocco: "What is our family? Who we have in our family? What is Morocco, how is Morocco?"

Now Selma says, “I don’t think I have any family in Morocco. So we don’t know who we’re going to live with and we don’t know who’s going to take care of us.”

"Where is home? Back home where?” Abe asks repeatedly. “Those girls have a right to a life, a basic life, that they will not have at all back home.”
